From The North

Take Interstate 295 to Exit 7, Franklin Arterial. From Franklin Arterial, turn right onto Congress Street. Stay on Franklin until you hit the top of the hill and take a right onto Congress Street. You will pass City Hall on your right, continue on Congress several more blocks, past Monument Square. Porteous is the large building on the left with a gray awning.

From the South

Take the Maine Turnpike northbound to Exit 44, Interstate 295. Follow Interstate 295 to Exit 7, Franklin Arterial. From Franklin Arterial, turn right onto Congress Street. General City-Wide Parking Meters

The City has both single space and multi-space pay stations, along with a pay by mobile phone app. The Parking Division is responsible for the installation and maintenance of the 1,625+ metered parking spaces throughout the City. Vehicle bumper needs to be in line with the meter post. By using meters to set time limits, we increase the number of motorist who can use a single space parking space during the course of a day; that increases parking opportunities for everyone and supports the growth of business in our community. The parking meters are for turnover (short-term) parking, so continuously feeding the meter beyond its original maximum time is prohibited. Vehicles must move to another block after the maximum time has elapsed.

Parking meters are in effect from 9 am to 6 pm, Monday through Saturday. Sundays and Major Holidays are free. Pre-payment is offered between 6 am and 9 am with the PassportParking® app or at multi-space meters. If pre-paying, your time does not begin until 9 am. Meters are designed to accept U.S. currency in nickels, dimes and quarters. Multi-Space Meters also accept credit cards and coins. Receipts from the multi-space meters are valid at all metered spaces in the city.

The rate for most parking meters is $2 per hour. However, the rate for parking in the area bounded by Middle St, Pearl St, Commercial St and Union St, as well as the entire length of Commercial St itself, will be $2.50 per hour.

All meters in the city accept nickels, dimes and quarters, except for the 15 minute meters that only accept quarters. The multi-space meters accept dollar coins, Visa, MasterCard, and Discover credit / debit cards, or you can download the mobile app at passportparking.com, and pay with your phone.
